MoDOT just announced the 2010 Transportation Enhancement grant availability and application. Transportation Enhancement Eligible Activities include:

Provision of pedestrian and bicycle facilities

Provision of pedestrian and bicycle safety and education activities

Acquisition of scenic or historic easements and sites

Scenic or historic highway programs including tourist and welcome centers

Landscaping and scenic beautification
-
Historic Preservation
-
Rehabilitation and operation of historic transportation buildings, structures, or facilities
-
Conversion of abandoned railway corridors to trails
-
Control and removal of outdoor advertising
-
Archaeological planning and research
-
Environmental mitigation of highway runoff pollution, reduce vehicle-caused wildlife mortality, maintain habitat connectivity

Establishment of transportation museums
Please note the short application period: completed applications are to be received in the MoDOT District 5 office in Jefferson City on or before noon on Thursday, September 30, 2010.
For those of you who have completed applications in prior years, you will note some differences, including that no in-kind match is allowed this time. However, the program still requires a 20% local match.

The Capital Area Metropolitan Planning Organization (CAMPO) invites public comment on
the Transportation Improvement Program (TIP) for the Jefferson City urbanized area, which
includes the Program of Projects (POP) for JEFFTRAN, the public transit provider in Jefferson
City and OATS, Inc., the public transportation system serving 87 counties in the State of Missouri.
The TIP identifies transportation projects, studies and programs to be implemented using a
combination of local, state, and federal funding or having regional significance for the Jefferson
City area. The public comment period will conclude with a public hearing on September 15,
2010 at 12:15 p.m. in the Boone/Bancroft Room #200, John G. Christy Municipal Building,
320 East McCarty St., Jefferson City, Missouri. Written comments may be directed to CAMPO
at the Department of Community Development-Planning Division, Room 120, John G. Christy
Municipal Building, 320 East McCarty Street, Jefferson City, Missouri 65101; fax 573-634-6457 or

CAMPO office seven (7) days in advance. This public notice and time established for public
review and comments on the TIP satisfies the FTA Program of Projects requirements. If adopted,
the FY2011-2014 TIP, including the FY2010-2011 JEFFTRAN and OATS Inc. Program of
Projects, are scheduled for implementation beginning November 1, 2010. If no substantive
changes are made in the FY2011-2014 TIP or FY2010-2011 JEFFTRAN or OATS Inc. Program
of Projects this will be the final notice and the draft FY2011-2014 TIP and FY2010-2011
JEFFTRAN and OATS Inc. Program of Projects will be the final program. Copies are available for
inspection at the Missouri River Regional Library, County Clerk Offices in Cole and Callaway
counties, City offices of St. Martins, Holts Summit, Lake Mykee, and the City of Jefferson City
Clerk offices; and on the CAMPO website at www.jeffcitymo.org/cd.
The OATS Inc. Program of Projects includes Federal Transit Administration Section 5316 Job
Access and Reverse Commute (JARC) operating expenditures of $60,000 and $60,000 in private
matching funds; and American Recovery and Reinvestment Act Capital stimulus funding of
$44,000.
The JEFFTRAN Program of Projects includes operating and capital projects partially
funded by the Federal Transit Administration under Sections 5307 and 5309 of Title 49, United
States Code. Total 2011 JeffTran operating expenses of $2,062,390 are expected, with $748,595
provided by FTA Section 5307; $381,000 in local revenue from passenger fares, local
organizations, and Medicaid; Missouri State operating grant of $68,378, and matching funds of
$922,208 from City of Jefferson general fund. JEFFTRAN proposes $2,487,146 in capital projects
funded by FTA Section 5309, matched with $621,787 City of Jefferson capital improvement sales
tax funds. Planned capital projects include: emergency generator; bus replacements, including
ten 30’ buses and seven paratransit vehicles; service and support vehicles; bus shelters;
electronic fare boxes, and fare information system; automated route information center and
information tubes; mobile radios; facility and security improvements to the transit facility, bus barn
and maintenance shop at 820 E. Miller; computers and software.

The public comment period will conclude with a public hearing on September 15, 2010 at 12:15 p.m. in the Boone/Bancroft Room #200, John G. Christy Municipal Building, 320 East McCarty Street, Jefferson City, Missouri.
