EMPLOYEE BENEFITS FOR 2008

Full-time and part-time with benefits (working at least 1500 hours per year) employees of the City of Jefferson are eligible to receive the following summarized benefits.

HOLIDAYS (10): Observed holidays are: New Year's Day, Martin Luther King's Birthday, Harry Truman's Birthday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Friday after Thanksgiving Day and Christmas Day. If a holiday falls on a Saturday, it will be observed on the proceeding Friday. If the holiday falls on a Sunday, it will be observed on the following Monday. A holiday is considered 8 hours for full-time employees not employed in the Police or Fire Departments and 4 hours for part-time with benefits employees. Fire and police personnel assigned to duty shall receive holiday pay for authorized holidays and shall work on holidays as scheduled.

VACATION AMOUNT: Full-time employees receive leave annually as follows: 88 hours during first 5 years of service; additional 8 hours per year up to 15 years and an additional 8 hours after 25 years of service. Members of the fire service assigned to fire suppression duty accrue: 145.5 hours during first five years of service; with additional hours earned every five years up to 242.50 hours after 24 years of service. Part-time employees accrue vacation at one-half the above amount. New employees may use accrued vacation time after they have completed six months of continuous employment.

SICK LEAVE: Accumulates at a rate of 10 hours per month with a maximum of 1392 hours. Part-time employees with benefits earn 5 hours per month. Members of fire service assigned to fire suppression earn 20 hours monthly with a maximum accumulation of 1872 hours. New employees may use sick leave as it accrues.

SPECIAL LEAVE:
Court leave: Employees with benefits subpoenaed as a witness in a civil or criminal case or selected to serve on a jury are granted paid leave; however, all payments provided by a court for jury service must be turned over to the employee’s department director.
Military leave: 15 calendar days per year for reserve training.
Maternity leave: Maternity shall be treated as any other non-duty temporary disability covered under the rules pertaining to sick leave and family and medical leave.
Family and medical leave (FMLA): Employees who have worked at least 1,250 hours in the twelve months prior to a family or medical leave request shall be granted up to 12 weeks of leave.
Funeral leave: Up to three consecutive days per funeral based on need for death in immediate family.
Education leave: May be granted absence from duty on a non-pay status when recommended by department director and approved by city administrator.
Special assignment leave: When recommended by a department director and approved by city administrator.

LIFE INSURANCE: The City pays 100% of the cost of basic life insurance for the employee in the amount of the employees annual salary rounded to the next higher $1000. Supplemental life insurance is available in $25,000 increments up to $400,000 at rates based on the employee’s age. Dependent coverage is offered in the following amounts: Spouse, up to age 70, $10,000; Children 6 months to 18 years (or 25 if a full-time student), $5,000. The employee pays $2.22 per month for dependent life coverage regardless of the number of dependents.

HEALTH INSURANCE: Mercy Health Plans monthly premiums are: employee, $424.78; employee/spouse, $633.66; employee/children, $568.58; family, $732.98. The cafeteria plan covers the first $424.78 per month (the City pays the full cost of the employees health insurance).

DENTAL INSURANCE: Blue Cross Blue Shield (DentaBlue) is no cost to the employee. Dependent coverage monthly premiums are: Spouse only, 24.22; children, $26.70; and family, $50.90.

VISION INSURANCE:  Spectra monthly premiums are: employee, $7.58; employee/spouse, $15.78; employee/children, $16.54; family, $21.08.

CANCER INSURANCE: Monthly rates are: employee, $28.40; employee & children, $32.10; family, $48.20.

ACCIDENT INSURANCE: Off-the-job accident insurance monthly rates are: employee, $15.00; employee & spouse, $21.00; employee &children, $27.00; family, $33.00.

CRITICAL ILLNESS INSURANCE: A $15,000 one-time, benefit is payable if diagnosed with one of the following illnesses: heart attack, stroke, major organ transplant, end stage renal failure, OR coronary artery bypass surgery (25%). Rates are dependent on age and tobacco user status and range from $4.46-$47.76 per month.

CAFETERIA PLAN: City contributes $424.78 a month to a cafeteria plan for each employee. Eligible benefits include: health insurance, dependent dental, cancer insurance, accident insurance, unreimbursed medical/dental expenses, or dependent care expenses. If an employees cost are more than $424.78, the remaining amount will be deducted from the employee’s paycheck.

LONG-TERM DISABILITY: Full-time employees who have completed three months employment are automatically covered by the City's long term disability program at no cost to the employee. This coverage pays up to 60% of the employee’s normal salary when the employee has been unable to work due to a non-work related illness or injury for more than three months.

RETIREMENT: Following first six months of employment, employees who work 1500 hours or more per year and are not covered by a work agreement are enrolled in the LAGERS (L-6) retirement program. A summary of this benefit is mailed to employees by LAGERS after six months of employment. The City pays the entire contribution to the retirement system. DEFERRED COMPENSATION PLAN: Full-time employees may elect to participate in a deferred compensation program through Nationwide Retirement Solutions or ICMA Retirement Corporation. The City does not participate monetarily in this program.

EMPLOYEE ASSISTANCE PROGRAM (EAP): Available through Capital Region Medical Center. The program is designed to help employees and their families deal with personal problems including substance abuse, financial, marital, legal and psychological difficulties. DIRECT PAYCHECK DEPOSIT: Upon proper completion of an authorization form, employees may have their paychecks deposited directly in their personal bank account.

CREDIT UNION: Employees may apply for membership in the Missouri Credit Union by completing an application at their office at 1815 Southwest Blvd. or by calling 635-8007.
