The City Administrator works for the Mayor and City Council as the senior appointed official of the City and is responsible for the day-to-day management of the City. He is major responsibility for the Council is to operate the City’s $68 million budget and oversees its preparation for the Council. The City of Jefferson has 400 full-time employees and 150 part-time and seasonal employees.

Mr. Steve Rasmussen was selected to be the City’s fourth City Administrator in February of 2006. He manages the City Departments which are Administration (City Clerk, Human Resources, Information Technology Services and City Counselor), Community Development, Finance, Fire, Police and coordinates with Parks and Recreation and Forestry.
Mr. Rasmussen graduated from the US Air Force Academy in 1970 and was commissioned in the US Army as an Infantry 2nd Lieutenant serving over 28 years of active duty and retiring as a Colonel and the Base Commander of Ft. Campbell, Kentucky, home of the 101st Airborne Division.
Following his retirement from active duty, Mr. Rasmussen chose to pursue a career in city management. He first worked for three years as an assistant City Administrator in St. Louis County before being chosen as the City Administrator of Ottumwa, Iowa. He served in that position until February 2006.
During his active duty military career, Mr. Rasmussen served in the 101st Airborne Division in the Republic of Viet Nam where he spent 18 months in combat as an infantry platoon leader. He also attended graduate school at Syracuse University in preparation for a teaching assignment at West Point. There he taught English for two years and was the Tactical Officer for a Cadet Company for two years. Among other assignments, he was the Aide-De-Camp to a four-star general, commanded an infantry battalion and was a Brigade Commander.
Mr. Rasmussen has earned two Master’s Degrees, one in American Literature from Syracuse University and one in International Affairs from Salve Regina University. Among his military awards and decorations, he has been awarded three Air Medals, four Meritorious Service Medals, the Bronze Star, two awards of the Legion of Merit, the Ranger Tab, Airborne and Air Assault Wings, and the Combat Infantryman’s Badge.
