INVITATIONS TO BID


Outdoor Site Furnishings & CCTV Van Software/Hardware Upgrade/Retrofit

Sealed bids will be received at the Office of the Purchasing Agent in envelopes provided for

            1.  Outdoor Site Furnishings

            2.  CCTV Van Software/Hardware Upgrade/Retrofit

as described in specifications that can be picked up at the Office of the Purchasing Agent, 320 East McCarty Street, Jefferson City, Missouri.

Bids will be received at the Office of the Purchasing Agent, 320 East McCarty Street, Jefferson City, Missouri 65101 until May 13, 2008 at 1:30 p.m.  at which time they will be publicly opened and read aloud in the council chambers.


Paving Materials

Sealed bids will be received at the Office of the Purchasing Agent in envelopes provided for Paving Materials as described in specifications that can be picked up at the Office of the Purchasing Agent, 320 East McCarty Street, Jefferson City, Missouri.

Bids will be received at the Office of the Purchasing Agent, 320 East McCarty Street, Jefferson City, Missouri 65101 until May 6, 2008 at 1:30 p.m. at which time they will be publicly opened and read aloud in the council chambers.


Project No. 32099, 2008 Mill and Overlay Project

Sealed bids will be received at the office of the Purchasing Agent, 320 East McCarty Street, Jefferson City, Missouri  65101, until 1:30 PM, on Tuesday, May 6, 2008.  The bids will be opened and read aloud in the Council Chambers at 1:30 PM on that same day.

The proposed work for the project entitled "Project No. 32099, 2008 Mill and Overlay Project" will include the furnishing of all material, labor, equipment, and incidental work for the annual asphalt surfacing project for the City of Jefferson.

A pre-bid conference will be held at 10:00 AM, on Tuesday, April 29, 2008 in the Thomas Jefferson Conference Room of City Hall, 320 E, McCarty Street, Jefferson City, MO  65101. All prospective bidders are urged to attend.

Copies of the contract documents required for bidding purposes may be obtained from the Director of Community Development, 320 East McCarty Street, Jefferson City, Missouri.  A non-refundable deposit of Fifteen Dollars ($15.00) will be required for each set of plans and specifications.  Individual full size sheets of the plans may be obtained for Three Dollars ($3.00) per sheet.

The contract will require compliance with the wage and labor requirements and the payment of minimum wages in accordance with the Schedule of Wage Rates established by the Missouri Division of Labor Standards.

The City reserves the right to reject any and all bids and to waive informalities therein, to determine which is the lowest and best bid and to approve the bond.


Project No. 32095, Locust Street Improvements

Sealed bids will be received at the office of the Purchasing Agent, 320 East McCarty Street, Jefferson City, Missouri  65101, until 1:30 PM, on Tuesday, May 6, 2008.  The bids will be opened and read aloud in the Council Chambers at 1:30 PM on that same day.

The proposed work for the project entitled "Project No. 32095, Locust Street Improvements" will include the furnishing of all material, labor, and equipment to reconstruct approximately 600 feet of the 700 block of Locust Street including curb and gutter, stormwater inlets and piping, sidewalk, asphalt pavement, and associated earthwork.

A pre-bid conference will be held at 9:00 AM, on Tuesday, April 29, 2008 in the Thomas Jefferson Conference Room of City Hall, 320 E, McCarty Street, Jefferson City, MO  65101. All prospective bidders are urged to attend.

Project No. 97612, Covington Gardens Trail Connector

Sealed bids will be received at the office of the Purchasing Agent, 320 East McCarty Street, Jefferson City, Missouri  65101, until 1:30 PM, on Tuesday, April 29, 2008.  The bids will be opened and read aloud in the Council Chambers at 1:30 PM on that same day.

The proposed work for the project entitled "Project No. 97612, Covington Gardens Trail Connector" will include the furnishing of all material, labor, and equipment to construct approximately 2100 feet of 10 foot wide concrete trail with associated retaining walls, drainage, and grading.

A pre-bid conference will be held at 9:00 AM, on Tuesday, April 22, 2008 in the Thomas Jefferson Conference Room of City Hall, 320 E, McCarty Street, Jefferson City, MO  65101. All prospective bidders are urged to attend.

Copies of the contract documents required for bidding purposes may be obtained from the Director of Community Development, 320 East McCarty Street, Jefferson City, Missouri.  A non-refundable deposit of Twenty Five Dollars ($25.00) will be required for each set of plans and specifications.  Individual full size sheets of the plans may be obtained for Three Dollars ($3.00) per sheet.

The City of Jefferson hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Project No. 31085, Basin 17 Rehabilitation

Sealed bids will be received at the office of the Purchasing Agent, 320 East McCarty Street, Jefferson City, Missouri  65101, until 1:30 PM, on Tuesday, May 6, 2008.  The bids will be opened and read aloud in the Council Chambers at 1:30 PM on that same day.

The proposed work for the project entitled "Project No. 31085, Basin 17 Rehabilitation" will include the furnishing of all material, labor, and equipment to rehabilitation of the sanitary sewer system in Basin 17, including cured-in-place lining, root control, joint and pipe grouting.

A pre-bid conference will be held at 9:30 AM, on Tuesday, April 22, 2008 in the Conference Room located at 2320 Hyde Park Road, Jefferson City, MO  65109. All prospective bidders are urged to attend.

Copies of the contract documents required for bidding purposes may be obtained from the Director of Community Development, 320 East McCarty Street, Jefferson City, Missouri.  A non-refundable deposit of Twenty-five Dollars ($25.00) will be required for each set of plans and specifications.  Individual full size sheets of the plans may be obtained for Three Dollars ($3.00) per sheet.

The contract will require compliance with the wage and labor requirements and the payment of minimum wages in accordance with the Schedule of Wage Rates established by the Missouri Division of Labor Standards. At least 3.2 percent of the contract amount shall be expended for Minority Business Enterprises.

The project will be financed through the Missouri State Revolving Fund, established by the sale of Missouri Water Pollution Control bonds and Federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be a party to the contract at any tier.

All prospective Bidders must be prepared to submit qualification information as described in the Instructions to Bidders.

Any Bidder whose firm or affiliate is listed on the GSA publication titled “List of Parties Excluded from Federal Procurement or Non-Procurement Programs” is prohibited from the bidding process; bids received from a listed party will be deemed non-responsive.

A Bid security in the amount of five percent of the Bidder’s maximum Bid Price is required. Bidders on this work will be required to comply with President’s Executive order No. 11246.

REQUEST FOR QUALIFICATIONS


The City of Jefferson is requesting statements of qualifications and experience from mechanical engineering firms to complete a comprehensive design study for HVAC System improvement and/or replacement at the Police Department.

Additional information and requirements may be obtained at the Office of the Purchasing Agent, 320 East McCarty Street, Jefferson City, Missouri 65101.  Responses must be returned to the Office of the Purchasing Agent at the above address no later than 5:00 p.m. May 15, 2008.  Responses will not be publicly opened.
