INVITATIONS TO BID


Sealed bids will be received at the office of the Purchasing Agent, 320 East McCarty Street, Jefferson City, Missouri  65101, until 1:30 P.M., on Tuesday, April 22, 2014.  The bids will be opened and read aloud in the Council Chambers at 1:30 P.M. on that same day.

The proposed work for the project entitled "Project No. 32132, Lafayette and Dunklin Intersection Improvements" will include the furnishing of all material, labor, and equipment to reconstruct the intersection of Lafayette Street  and Dunlin Street including stormwater inlets and piping, sanitary sewer, curb and gutter, concrete pavement, sidewalks, traffic signal, grading, and other associated site improvements.

A pre-bid conference will be held at 9:00 A.M., on Tuesday, April 15, 2014 in the Boone/Bancroft Conference Room of City Hall, 320 E, McCarty Street, Jefferson City, MO  65101. All prospective bidders are urged to attend.

Copies of the contract documents required for bidding purposes may be obtained from the Director of Public Works, 320 East McCarty Street, Jefferson City, Missouri.  A non-refundable deposit of Thirty Five Dollars ($35.00) will be required for each set of plans and specifications.  Individual full size sheets of the plans may be obtained for Three Dollars ($3.00) per sheet.

The contract will require compliance with the wage and labor requirements and the payment of minimum wages in accordance with the Schedule of Wage Rates established by the Missouri Division of Labor Standards.

The City reserves the right to reject any and all bids and to waive informalities therein, to determine which is the lowest and best bid and to approve the bond.

A complete set of bid documents may be obtained from Drexel Technologies for a fee for hard copies or for a CD or download.  Payment shall be directly coordinated with “Drexel Technologies.”  The payment for Drawings and Specifications will not be refunded and the Drawings and Specifications need not be returned.

A prebid conference for this project will be held at 2:00 PM CST, Friday, April 11, 2014 in the Conference Room of the Water Pollution Control Plant, 401 Old Mokane Road, Jefferson City, Missouri 65101.

Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid.  The bid guaranty may be by certified check or bid bond made payable to City of Jefferson, Missouri.

Bids may be held by the City of Jefferson, Missouri for a period not to exceed 120 calendar days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.

The right is reserved, as the City of Jefferson, Missouri may require, to reject any bid and also the right to reject all bids.

In accordance with the Davis-Bacon Act, and the Missouri Prevailing Wage Law, the Contractor will be required to comply with the wage and labor requirements and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor and the Missouri Division of Labor Standards, respectively. The highest rate between the two (Federal and State) for each job classification shall be considered the prevailing wage.

This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The owner has established a contract goal of 9.0% (percent) participation for small business concerns owned and controlled by qualified disadvantaged business enterprises (DBE). The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet the established goal.

Award of contract is also subject to the following Federal provisions:

 

  • Executive Order 11246 and DOL Regulation 41 CFR PART 60 - Affirmative Action to Ensure Equal Employment Opportunity.

Missouri Revised Statutes Chapter 292

This contract is subject to RSMo 292.675, Revised Statutes of Missouri.


Sealed bids for the Water Street at Lohman’s Landing Project #STP-3100 (521), will be received at: 320 E. McCarty Street, Jefferson City, Missouri, until 1:30 P.M. (Prevailing Local Time) on the 22nd day of April, at the office of the Purchasing Agent, and at that time will be publicly opened and read aloud in the Council Chambers.  All bids shall be submitted on the forms included in the contract specifications.

The proposed work includes: the reconstruction of the 100 block of East and West Water Street including the installation of permeable concrete pavers, concrete sidewalks, street lights, wooden fencing, modular block retaining walls, stormwater inlets and pipe, grading and other site work.

Plans and specifications may be purchased from the Director of Public Works, at 320 East McCarty Street, Jefferson City Missouri. A non-refundable deposit of Thirty Dollars ($30.00) will be required for each set of plans and specifications. 

A pre-bid conference will be held at 9:00 A.M. on the 10th day of April, in the Thomas Jefferson Conference Room of City Hall, 320 E. McCarty Street, Jefferson City, Missouri.  All bidders are encouraged to attend the pre-bid meeting.

 

All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Missouri Division of Labor Standards (State Wage Rate).

The City of Jefferson hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.

All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for Highway Construction, 2011 Edition including all revisions.  The contractor questionnaire must be on file 7 days prior to bid opening.

Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project.

A certified or cashier’s check or a bid bond in the amount of 5% shall be submitted with each proposal. 

The City of Jefferson reserves the right to reject any or all bids. The project will be awarded to the lowest, responsive, responsible bidder.

The DBE Goal for this project is 10%.

No 2nd tier subcontracting will be allowed on this project.
