Officer Kempker is an 18 year veteran of the Jefferson City Police Department, and was hired in May of 1991. He was immediately enrolled and graduated from both the Missouri State Highway Patrol Training Academy and the University of Missouri Law Enforcement Training Institute. From May of 1995, he served as a DARE Instructor for 11 years until his current assignment as Crime Prevention Officer in June 2007. Officer Kempker is also a veteran of both the United States Air Force and the Missouri Army National Guard.
Officer Kempker has previously held positions as an Honor Guard member, School Resource Officer, Field Training Officer, Patrol Rifleman, SWAT Team member, Bicycle Patrolman, and is a current Advisor for the Department’s Explorer Youth Program. He is credited with creating the department’s annual DARE Youth Camp, now in its 9th year. Kevin holds certifications as a School Resource Officer, First Aid/CPR Instructor, Crime Prevention Specialist
as well as certification for Crime Prevention Through Environmental Design (CPTED). As the Department Crime Prevention Officer, Kevin coordinates the Neighborhood Watch program, teaches on a variety of crime prevention topics, and works with citizens and members of the Community Action Team to resolve community problems and concerns.
