Jefferson City, Missouri, the state´s capital, was named for Thomas Jefferson, the third President of the United States. It was Jefferson´s vision for the expansion of U.S. territories which led to the Louisiana Purchase. Missouri was part of that purchase. Jefferson City is located on the Missouri River near the geographic center of the state. The skyline is highlighted by the beautiful domed Missouri State Capitol, rising from a bluff overlooking the Missouri River.

In January of 1836, the Board of Trustees of the City of Jefferson passed an ordinance providing for the election of a City Constable. In 1839 the board named Constable William D. Meredith "Captain of Police Officers" and gave Mayor Thomas L. Price the authority to appoint two other "discreet persons" to serve as city police officers.
