CAMPO Public Comment-Public Hearing
2035 Metropolitan Transportation Plan


Public comments are invited on revisions to the 2035 Metropolitan Transportation Plan. Public comments will be accepted until the close of the public hearing on Wednesday, May, 20, 2015 at 12:15 p.m. in Room #200, John G. Christy Municipal Building, 320 E. McCarty Street, Jefferson City, MO 65101. At the hearing interested persons will have an opportunity to comment. If no substantive changes are made this will be the final notice and the revised plan will be adopted. The Board of Directors may adopt the revised plan at their meeting on May 20, 2015 as currently printed or amended, following the public hearing. Persons wishing to comment on the revised plan may appear at the public hearing or provide comments in advance. All comments received prior to or during the public hearing, including oral recordings, will be transcribed for inclusion in the revised plan. Oral comments may be recorded prior to the public hearing by contacting the Planning Division prior to the public hearing. Copies of the Revised Plan are available for inspection at the Missouri River Regional Library, County Clerk offices in Cole and Callaway counties, and City Clerk offices in St. Martins, Holts Summit, Lake Mykee, Wardsville, Taos and City of Jefferson; and on the CAMPO website at www.jeffcitymo.org/campo. CAMPO 2016-2020 Transportation Improvement Program and
JEFFTRAN FY2016 Program of Projects

The Capital Area Metropolitan Planning Organization (CAMPO) invites public comment on the Transportation Improvement Program (TIP) for the Jefferson City urbanized area, which includes the Program of Projects (POP) for JEFFTRAN, the public transit provider in Jefferson City and OATS, Inc., the public transportation system serving 87 counties in the State of Missouri. The TIP identifies transportation projects, studies and programs to be implemented using a combination of local, state, and federal funding or having regional significance for the Jefferson City area. The public comment period will conclude with a public hearing on May 20, 2015 at 12:15 p.m. in the Boone/Bancroft Room #200, John G. Christy Municipal Building, 320 East McCarty St., Jefferson City, Missouri. Written comments may be directed to CAMPO at the Department of Planning and Protective Services, Room 120, John G. This public notice and time established for public review and comments on the TIP satisfies the FTA Program of Projects requirements. If adopted, the 2016-2020 TIP, including the FY2016 JEFFTRAN and OATS Inc. Program of Projects, are scheduled for implementation beginning November 1, 2015. If no substantive changes are made in the 2016-2020 TIP or FY2016 JEFFTRAN or OATS Inc. Program of Projects this will be the final notice and the draft 2016-2020 TIP and FY2016 JEFFTRAN and OATS Inc. Program of Projects will be the final program. Copies are available for inspection at the Missouri River Regional Library, County Clerk Offices in Cole and Callaway counties, City offices of St. Martins, Holts Summit, Lake Mykee, Taos, Wardsville and the City of Jefferson City Clerk offices; and on the CAMPO website at www.jeffcitymo.org/campo.
The OATS Inc. Program of Projects includes Federal Transit Administration Section 5316 Job Access and Reverse Commute (JARC) operating expenditures of $30,000 and $30,000 in private matching funds; and Federal Transit Administration Section 5339 Capital Funding of $40,000 and $10,000 in private matching funds. The JEFFTRAN Program of Projects includes operating and capital projects partially funded by the Federal Transit Administration under Sections 5307 and 5339 of Title 49, United States Code. Total 2016 JEFFTRAN operating expenses of $2,309,507 are expected, with $842,551 provided by FTA Section 5307; $381,000 in local revenue from passenger fares, local organizations, and Medicaid; Missouri State operating grant of $10,000, and matching funds of $1,075,957 from City of Jefferson general fund.
JEFFTRAN proposes $3,411,500 in illustrative capital projects, of which $2,729,200 is funded by FTA Section 5339 and matched with $682,300 City of Jefferson capital improvement sales tax funds. Planned capital projects include: emergency generator; bus replacements, including six 30’ buses and one paratransit vehicle; service and support vehicle; bus shelters; electronic fare boxes, and fare information system; information tubes; improvements to the transit facility at 820 E. Miller; six on-bus video surveillance systems. Public Participation

The CAMPO public participation and involvement process is designed to give the public ample opportunities for early and continuing participation in critical transportation projects, plans and decisions and to provide full access to key decisions. 

 

Public Participation Plan

The Capital Area Metropolitan Planning Organization encourages the involvement of interested groups and the general public during the development and modification of transportation plans.  All meetings of the CAMPO Technical Committee and Board of Directors are open to the public.  CAMPO’s Public Participation Plan outlines the public notice, comment procedures and the process used to support citizen participation during development of transportation plans.
